Would this card be a UER as all the other Series 2 inserts have the milestone badge above the platinum logo on the front except this card?

No. The card company may have decided not to put it on because it has the "Traded to Los Angeles" on front instead. Who knows? We don't, so therefore we can't make that assumption that they goofed.
