Yes, the comment is referring to the Base set being released in three series, but it can be accessed from any page within the 1995 Stadium Club set.
With regards to the Clear Cut Member's Only, the MO cards have a stamp on the lower left front corner. Look at the regular Gwynn and the Member's Only Gwynn. The stamp is just above his left ankle.
