1995 Classic Images Four Sport Multi-Sport Forum

I was wondering if the POY cards (4) were inserted in packs or if they were more of a Promo? I have 4 sets, all are in original cellophane, so not pack inserted. Should these be listed as Promo? Were they in packs?

"This four-card standard-size set was obtained through a mail-in wrapper offer, or one set was also included per retail box. The borderless fronts feature a color action player image on a metalic, starburst-look background. The player's name is printed in a black strip at the bottom with the card logo. The backs carry a small color head photo with the player's name, position, and team name below it. A black-and-white player action photo along with the player's statistics round out the back. The cards are numbered with a "POY" prefix."
