1969 Topps Baseball Forum

I have a small numbers of these and they all have a copywright symbol in the margin with the words 'T.C.G. PRINTED IN U.K.'  Does anyone know the background of this?  Why weren't these printed at the Duryea, PA plant?  Where were they printed in the UK and by whom?  Were other Topps baseball oddball sets also printed in the UK?

It's an interesting set ... at least half of them use a different photo compared to its regular card.  The decals must have printed before 1/22/1969 because Rusty Staub is with Houston, while his regular card says Expos.
