This past weekend, I was at a fundraiser for the K-8th grade school that my son recently attended (and my wife also attended, not quite so recently, shhh, don't tell her I said that). I bid on (and won) a silent auction for a package that included Baseball HOF tickets and "cards". The cards portion consisted of 4 sealed packs that contain 4 cards of 2014 Topps Series 1 cards. I saw no images of these in our packaging section, nor did I find anything similar on ebay.
I was wondering if anyone knew the origins of these (were they exclusive to the HOF shop or something) or anything else about them. From what I can see of the cards on top and bottom, they appear to be standard issue cards, nothing special about them or any markings. I have included a photo showing all 4 packs. I will take a better photo of one front and one back to add to the packaging section of this set.

Are you able to determine if the packs are grouped by team? They might be stadium giveaways.

They are not grouped by teams. I only was able to shift cards in one pack, but I saw Mariners & Phillies in it, plus the teams of the front and back players do not match.

I went to Oakland Colosseum recently and they had the exact same 4-card packs only of 2015 Topps.

Most likely they're 100% packaged and produced by Topps. I got a handful of similar 2023 Topps sample packs last year at Angel Stadium when the Topps Truck made a promotional appearance there. I posted some pictures of the truck and packs in this TCDb thread.

I’ve been to spring training and regular season games in the 2000’s where packs of Topps cards like this were given away to kids from stadium employees. Perhaps they were from a local team.

I thought plain, clear cellophane packs don't go in Packaging.
