I have no idea on this set, but it may jog someone's memory to know if they are perforated, folded, or just a flat strip of connected cards.

They're flat panels, not perforated

I’d look to see if you can find an uncut sheet for the set. Often I find these wayward panels were just cut down from the larger sheet.

This is most likely the case, especially given the differing numbers of cards in the panels named. I have some like this of other issues. (And Mark, I know you understand this, but I'm writing it for newer members thaty might not realize it...) These "panels" that are not the distributoion method of the cards cannot be listed here.

Sounds like that's the answer. No panels, just an uncut sheet:
https://www.tcdb.com/UserComments.cfm/sid/86500/1991-92-IGA-Edmonton-Oilers
"Each pack contained three Oilers and two Flames cards, and were distributed through IGA Stores with a minimum $10 purchase.
The checklist and coaches cards were not included in the packs, but were available on a very limited basis through an uncut team sheet offer."
This info should be moved to the Release Notes. And if the Checklist and Staff cards were never released as single cards, should they be listed on the base checklist? Or noted as being hand cut from sheet?

Someday my cards may double in value and then be worth half of what I paid for them.
