The 1986 Leaf set is listed on this site at 264 total cards, including a NNO Diamond King checklist, and three separately numbered set checklists.
The 1985 Leaf set has it's checklists formatted similarly, but they are not included in the total card tabulation, and instead are found in the 'Inserts and Related Sets' tab for that year.
Which is correct?

There was an effort a while back to move unnumbered checklists into insert sets. Looks like those involved in that effort missed the 1986 Leaf set. Please report that as an inaccuracy and that will get to those who were taking care of these previously. Thank you.

But if they are moved into "inserts", they can't be counted in the base set. It has to be one or the other. Many of these non-numbered (or alternately-numbered) checklists have been moved out of the base sets. They cannot continue to be counted in the base set.

Agreed, but I think it depends on when it was released. There are many cases of Fleer/SkyBox, Topps, Upper Deck, etc. in the late 90s/early 00s where the checklists are plain, almost like a throw-in and aren't considered part of a complete base set, and I agree with putting those in Inserts. Looking at 80s Donruss though, pretty much every reference to a base set includes the unnumbered CLs before they were included in the regular numbering in 1987.
1981 = 605 (600 + 5 CLs)
1982 = 660 (653 + 7 CLs)
1983 = 660 (653 + 7 CLs)
1984 = 658 (651 + 7 CLs)
1985 = 660 (653 + 7 CLs)
1986 = 660 (653 + 7 CLs)
1987 = 660
1988 = 660
1989 = 660

Agreed - but some of those were moved. Maybe a review of all of these sets needs to be done to ensure we have them all in the right places. Let's determine which is which, and stick with it.

Just to chime in, I asked yesterday because I was suprised that the Leaf checklists were considered an insert set. I feel like this is a situation where it can be difficult to have a steadfast rule across all sets. Ed's point is a good one, looking at the set length (minus 1981) of the Donruss sets demonstrates a consistent 660 cards when including the NNO checklists from the earlier part of the decase. Likewise, Leaf has a consistent 264 cards when including the NNO checklists.
