1997 Leaf Knot Hole Gang question

Does anyone know why Knot Hole Gang Promo cards say "96" on the front and are listed with '97 set? BbCardpedia says matter of factly that they come with that set, but does anyone know why? I can see trying to promo the next year's design, but not a prior year.
