I have two of the four uncut panels from which this 16-card set comes. They were distributed as it is printed on the panels: "Free when you buy any two" Hershey's Bites packages. They'll have either cards 1-4, 5-8, 9-12 or 13-16. Each has a yellow 2"x5" Hershey's Bites advertising header strip with a UPC on the back.
Should the panels be filed under "Packaging", added as "Trivia", or made the main set? Are the singles even listable (by TCDb standards), since they are merely cut-outs - not individually produced cards? The panels are solid 5"x9" sheets, not perforated, with a thin black printed line marking the divide.
The cards have the notation "WNBA/HERSHEY PROMO/2001" at the very bottom, where Fleer/Skybox typically puts their set nomenclature. Another point is that the set (in whatever form it takes) should be moved to "Food Issues", since that is exactly what it is.
I didn't make this an IR, since the cards are correctly identified & imaged. However, the origin of these cards is not properly defined & the whole set may need to be restructured.
