It would appear that this picture is from a racing series other than NASCAR Grand National. Matt Gowan (name misspelled on the card) is credited with only one Grand National race in 1954, it was at Langhorne, PA. He drove a car bearing the #99, however, there was no car #14 entered in that race. The Grand National race at Lakewood Speedway (Atlanta) that year had Herb Thomas in the #92, Fonty Flock in the #99 and Curtis Turner in the #14. The #99 car in the picture does, however, appear to be Gowan's '53 Plymouth, not Flock's Hudson. I haven't found complete race results for any other series run at Lakewood in 1954 to further clarify the information. Most of the above info was found on www.racing-reference.info.
