I was recently the highest bidder on a 2005 Topps Verlander RC and had transaction canceled due to selling bid being too low for them. I normally avoid buying from Ebay since I had bad experiences where I have purchased Vintage Cards from sellers and they were in fact reprints. This seller Hopp_633 has a number of cards listed so avoid as I am second one on his short history to find a deal is not always a deal.

They relisted the card. They should be reported.

Always check a seller's feedback before bidding. This seller is brand new and the little feedback they have is negative. You shouldn't have bid on the card in the first place.

I'd be tempted to Make an Offer (1 cent or lowest allowed) and add a nasty note to the seller.

I wonder if this is a case of them having a reserve. I've never encountered that, but it would irk me, too.

Original listing is marked as SOLD. So an unmet reserve is not the case.
I never bother anymore with listings that have Reserves. I've found the Reserve always set to Book Value.

Is one informed of a reserve when bidding, or is it labeled as such somewhere on the listing?

The listings are labeled when they have a Reserve. Next time I come across one I'll send you a link.

Yes, if there's a reserve on the listing you'll see 'Reserve Not Met' under the box for typing in your bid amount. Once the reserve is met/exceeded, I don't think there's any notification that the listing had a reserve initially.
