It says they are to "complement our low-cost USPS tracking service" so are you sure they're for use with first class mailing?

No, I'm not sure, but a guy in a FB page says he uses them, so I thought I'd try them. They're being shipped to my house for free, so once I have them I'll ask the local post office how they work.

? I didn't think tracking PWEs was even possible.

Tracking is not an option on PWE. the lowest service that you can get it is a first class package.

1st Class Parcel (aka - package) can be a bubble mailer not shipped as Priority Mail. 1CP can be tracked with a number, but they are NOT for plain white envelopes. PWE's can only be tracked with a number if they are Certified Mail or Signature Confirmation Delivery. And those 2 options cost a whole lot more than 1st Class Parcel. BUT, a bubble mailer can be classed as a 1st Class Mail envelope IF it is under 1/4" thick. If it is over 1/4" thick but under 3/4" thick, it's 1st Class Parcel. There is also a weight limit on those. I don't know the weight limit for a PWE (guessing about 4 oz.), but the maximum weight for a parcel is 15.9oz. before it becomes a Priority Mail shipment. I hope this info helps some.

I agree that it's probably not to add tracking to PWEs, but after reading and rereading the product page, I honestly don't know what they are for. I did read a blog with information on these from 2016 and he referred to these as unnecessary or redundant based on what the postal service already has with online tracking.
But just to be clear, PWEs generally are referred to when one doesn't send using tracking; it's not simply sending using a plain white envelope because one can (and I've received such) send with tracking, but it's at the same rate as sending in a bubble mailer according to weight and destination.
