Slip them in a 9-pocket page, fold, and put in a business envelope. Max thickness for regular International Letter is 1/4 inch. I've sent up to 36 cards. It varies depending on the thickness of the cards. Your two ounces would be one Global stamp, $1.15, or $1.36 if you want to include a "rigid" surcharge. I don't add the surcharge since the envelope bends easily.

I am in Canada and I receives PWEs from the US all the time. From the experience I hear, what USPS employees do is often inconsistent, some will do A, some won't A, but will do B while the former won't do B. You see the picture. If it is flat in an regular envelope and it should go without any issue. Remember that people are sending birthday cards by mail and they're not 8x11 paper sheets. As it was previously said, use cut 9 pocket pages, it works well. Avoid big stacks or plastic boxes, it is better to split in multiple stacks as height is important and make increase the rate quickly from a letter to a first class package.

I was going to paste this exact post from a previous forum as I have been the recipient here in Canada of one of these such packages from C2Cigars. but as you can see I'm about 15 minutes late... Anyway that's about the best way for that quantity of cards.

Ditto chuck, papa, and all my Canadian trade partners. I've shipped as many as 185 cards and NEVER have paid close to $10. Just under $6 for that many cards and usually what chuck stated for up to about 24.

I have sent and receive many, many, many 9-pocket PWEs. No damage.

I've had over 200 trades many of which came and went PWE just like that and no reported damage.

5 cards to canada?
A row ofa 9 pocket sheet (3 Slots) I put the cards in a thin piece of cardboard to make it stiff some, a piece of paper with a note as a gift for your collection and address address a PWE addressed to canadian trader and put cards in seal it
Postage is $1.15 for first 2 ounces ( 2 fore ever stamps and a 5 cent stamp ) so I put it on envelope and leave it for mail carrier to pick up on rounds or drop in mail box.
little over 3oz max it really a metric max that comes to about 3.5 ounces
