I have had three items opened so far this year. Did not explain why, no penalties or taxes to be paid just the "Canadian Customs Handling Fee" of $20 plus GST. Yup had to pay it right at the kiosk. BS plain and simple.

I have had two issues recently with trades to Canada. One was coming to me and for some reason the USPS got the cards all the way to my house then decided that my address didn't exist and sent the cards back to Canada. My trade partner had to resend those. The other issue I had was I packed a PWE like I would within the USA and the postal worker told my wife the envelope wasn't big enough. Then he made her buy one of their envelopes for $2, then told her because it was a USPS envelope it had to have a custom sticker on it for another $10. When I went to the post office the next week I asked about it and was told that PWEs going to Canada have to be under a certain thickness. Live and Learn on that one.

I have a large box trade including vintage with a northern neighbor. Very nice lot, but @$28.00 to ship.
WHAT WOULD YOU DO?

I've never had one opened coming from the north and 1/2 my trades are crossing the border. As a matter of fact, most of my larger trades (100+ cards) are in and out of Canada.

What is that behind you!?! Oh, It's me! Looking at the cards you have, That I want. :)

You can't use numbers to determine postage because it goes by weight. The different card stock used in sets could be substantial, and if you use penny sleeves on each card that quickly adds weight.
With international postage there is automatic tracking from the US - I don't know what happens to it once it changes hands with our northern neighbors - so you could conceivably send three individual office envelopes cheaper than you would a box.

Yes you are 100% right - it's the weight and not the #. I was trying to get an idea as to how many and the size of the box to see if there could be a better/cheaper way to perhaps split it up just as you mentioned..On the same wavelength...
