My experience locally is that all bubbles are charged as packages, regardless of thickness or flexibility. And for shipments to Canada, that also means all bubbles get a customs form. Thin cardboard like from a cereal box inside a non-padded envelope still counts as flexible and can go at letter rate.

And, if you use PayPal for first class international rates you still have to submit a customs form. Not an issue as you simply fill out the form and continue on. You'll have to sign and date the postage once it comes out. It's a teeny spot toward the bottom left side of the postage.

Did paypal add 1st class for packages? The last time I looked it was only for letters, Been a while. I used to use Endicia for my international mailings.

Not sure how long first class international postage has been available via PayPal, but I know I've been using it for awhile now though not at first. And to be clear, this is first class international, not domestic, so for anything less than package rates for domestic mailing in US you'll need your own stamps or go to the post office (and hopefully to a kiosk).

I just sent 300 cards to Karsal (from US to Canada) and it cost me $21. Package was 1.5 pounds. I printed the label from PayPal and put it in my mailbox. Zero issues so far (although it hasn't gone through customs yet).

There is a way you could have sent them secured in two large business envelopes for about $12.00 total.

For these new sets, or any other large volume purchases, boxes are the safest way to go. It's just the cost of doing business.
