I've had two trade offers recently where I wanted to include a message with a counter offer but couldn't do it through the transactions page. There is no "Send Message" button, I had to send a message through the direct messaging page instead.  I'm sure I've done it in the past. Has something changed? Am I missing something?

I've noticed the same thing.  I think it's only when you initially receive an offer.  You can't send a message without replying to the offer, ie., accepting/countering, etc.  after that messages can be sent within the transaction at any time.

You can always reply to the email that informed you of the offer, but to use the transaction tools you have to either accept, counter, or decline. 

While working in the counter I have clicked on edit in the message section and added my own to it. 

Like Tgrs_4_me stated, there's no "Send Message" when Countering, just "Edit Message".  Your message is saved and is sent with the Counteroffer when you submit the counteroffer.  And before submitting the counteroffer, the message can be edited as many times as you want.

Ah ok, you have to use the edit message link before countering, thanks guys.
