It seems to be full size. It was in a notebook with other 63s and nothing is noticeable at a quick glance. It's not diamond cut because the lines are curved, like when I try to cut gift wrap and the edges never come out straight. It's slightly curved. The right edge that extends farthest even has a slight lip to it, like an 80s box bottom card might if you left a little extra border past the edge. I'm not sure that would show in a scan though. The cardboard and ink even seem slightly different than my only other 63 card. If it were Pete Rose, I would say it's a counterfeit, but who would fake this card? Since Chuck confirms that sales samples exist, I'll go with that. Thanks guys.
I'm going to reevaluate how I collect after the new year. It's just getting way too expensive for the new stuff. Sometimes I just want to buy a pack, not a whole box or even blaster.
