Any Ideas? The scan shows the inprinted front and the other picture is the "COA" that came with it. Thank you in advance

SPOILER ALERT. Someone's feelings are going to be hurt.
The COA says it all. It's an after-market foil stamp. It was NOT applied/created by the original card manufacturer. An independent company, Masterpiece Collectibles, takes cards, applies a foil stamp, and resells them. And, sorry for this, but convince (con) people they're special and valuable. And I'm sorry to say it's a total marketing scam.

I see Burbank is selling a bunch of these kind of things. Lists them as NSCC 1 of 1s

Here's one of his: 1992 Donruss Jeff Bagwell
He's not the only one selling them, but I searched his inventory for "NSCC" and it returned over 3000. There's "Gem Collection" in blue and red, "Diamond Edition", "Kids Free", and some with a sticker that say "Certified Authentic."
Sells 'em for 9.95 a piece.

Actually, it looks like Burbank is the only one selling them, or at least, Burbank appears to be the source.
So, did Burbank buy up somebody else's collection or are they making these themselves?

Anybody with a crayon could write some random words and draw a circle on a card they didn't create, add 1/1 to it, and proclaim it to be a new collectible set. And they would instantly lose my business if I knew they were doing so. Ridiculous.

I'm going to reevaluate how I collect after the new year. It's just getting way too expensive for the new stuff. Sometimes I just want to buy a pack, not a whole box or even blaster.

I'm wondering if Burbanksportscards has just decided they found a way to make some of their millions of near worthless common cards into $10 a piece collectibles.
The "Gem Collection" and "Diamond Edition" ones are fine, I guess, although it's still scammy. But the ones they are selling featuring a "Special Olympics Nevada" stamp seem over the line.
