That was an eye widening surprise. A little early morning nudity. I probably shouldv'e expected that .
These remind me of the way "travel cards" (trading card sized version of postcards) were packaged. Most came in 20 cards sets that were packaged in a cardboard "box" that often contained an image. Even though the boxes weren't able to unfolded, they sometimes did look like a card.
I would say that, if they held the cards and had to be opened to get to the cards, then it's packaging.

These were the wrappers used to protect the cards themselves, and then folded out to resemble an elongated form of a card.
